Alta won't sync Win10

I added the app. I found the Alta in bluetooth devices on the PC. It says it's paired but never shows the box to connect. When I click sync in the Win10 app it says plug in dongle. Why would I need a separate dongle for the PC? I don't need it to sync with my Android phone. Thanks for info on this and how to make it sync with the PC.
