Not able to connect second hand device

My friend gave me her old Alta HR. She only used it for a little while before getting an Apple watch. She deleted the Alta from her app, and I deleted my old fitbit. The Alta HR is fully charged, my phone is updated, I restarted it, and I made sure the app is updated. I also restarted the HR. I get to the point that I enter the 4 digit code, then it says it was unsuccessful. I've tried this over a dozen times with no success. I don't know what to do at this point.
