You do need to have the charging cable in order to do a restart. Here are the directions - click
If you happen to be around a Best Buy, the Geek Squad often helps Fitbit users by letting them use the charger. Can't hurt to try.

My Alta is doing this daily now. There is plenty of charge on the battery and there seems to be no reason. I have to put it on the charger to restart. Very annoying that I can't factory reset it.
