 Alta keeps saying Dongle not found when it is indeed plugged in. Keeps asking me If I would like to pair with Windows. I say yes. and it keeps saying connection failed! Keeps saying it may be communicating with another device when there is no other device. Keeps asking me if I would like to unpair from Windows. Keeps asking me what it feels like to get ripped off.

Are you sure that the message is on the Alta and not on the Fitbit app on your unknown computer. The slots doesn't know are care if your using a dongle or not. 

Is this a fitbit dongle or a generic Bluetooth dongle? 

Does your computer have built in Bluetooth? You may not need a dongle.
