My Alta charger broke so I can't reset it which I think will fix all the issues it's having. Can I buy a new charger anywhere online at Fitbit? I'm not seeing it.

I think it depends on where you are in the world. They are available in the fitbit UK store at https://www.fitbit.com/uk/shop/accessories/alta-charging-cable

 

If they are not available in your country have you checked Amazon. The Amazon UK store also stocks them, or at least unofficial third party chargers.
