Mine does that too since 1 Sept! Upon inspection on the tcx files, there is still the heartrate data every second, but fail to be read in both Strava and Google Fit

I have the same issue, but in my TCX files the heart rate is missing completely. Also when exporting older trainings that included the data before.

Oops my bad i was reading the wrong TCX file. This is the one, every second showing 105 bpm. Problem might as well be on the fitbit side

Same issue here!
This has always worked, stopped sorking on September 1. Heart rate data is available in Fitbit but not in exported/synced activities (Google Fit, Strava, etc.), neither in the manual export file.
Customer support has asked me to upgrade to version 1.24, but this does not help.

Worked for me, installed the latest update via Google Play and the tcx export works again as expected. Looks like they broke something with the previous update...
