I have tried restarting, turning phone on and off. Turning Bluetooth on and off, unistalling and reinstalling the app and removing from Blue tooth devices.
My phone tells me when I try to re pair that it is rejected by the blaze.
Please help!?

Don't try to pair the Blaze from the Android Bluetooth section, the pairing is done in the Fitbit app.
I'm having similar troubles with my Moto Z and Blaze, basically unless your device is on the compatible device list you are on your own. What android device are you using?
At one point I had to clear the cache partition in android to get my Blaze to be recognised again by the app, still syncing is troublesome and I pretty much need to just leave the app to itself and hope it syncs a few times a day. If I try to force a sync an error will occur.
So you can try clearing cache partition, but it's an advanced process if you are not familiar with android.

As @Dragonfruit mentioned, this error is because you are trying to pair the tracker using the phone's Bluetooth settings instead of the Fitbit app. Open the phone settings for Bluetooth and verify the Fitbit tracker is not listed there - if it is, select it and tell it to Forget It. Then, open the Fitbit app Account page and select Set Up a Device to begin the pairing process, then follow the on-screen instructions.
