You can not pair your Fitbit device to your phone. You need to do an add device to setup and add the tracker to your Fitbit account

When I tried add device it said, my account already has this device. Problem IS with the pairing. My bluetooth sees my inspire, but wont pair with it the last few days.

You say the Bluetooth sees, but won't pair the Inspire, but with no mention of the error code. As mentioned above, the user can not pair a tracker this way. You should see a message of "pair rejected by Inspire".
Yes the app could say that you already have this device. This statement will be followed by the question, "Do you want to repoace?". Your answer would be "yes"

Adding a tracker is done through the Fitbit app. Pairing a Bluetooth device to the phone is done through the phones Bluetooth. This can not be done by a user with their Fitbit device.
You say that the tracker is a resisted device, if this is the case, please remove the inspire as a trusted device.

I unpaired my versa lite from the Bluetooth setting on my Android phone to check something else and now I can't get it pair again. I can't find the original instructions that came with the versa lite. I've tried turning off and on Bluetooth, turning my phone off and on and powering off and on the fit bit. Nothing is working

Setup instructions may be found through the link to help that is found below.
When originally setting up your tracker, you did everything through the Fitbit app. Their was nothing you did through the phones Bluetooth.
Now if you simply impaired the tracker from the phone, their is nothing to setup since your Fitbit tracker is still setup and connected to your Fitbit account.
Simply open the Fitbit app and let the sync happen, if the app needs the tracker paired to the phone, you will be asked to allow the app to pair the tracker.

I just got my Charge 3 today and was excited to unbox and set up. I did what was on the mobile (same to what you said) but it's always showing Not Working?. My Samsung S9+ can't be paired with Charge 3. I don't know what seems to be the problem. Did a lot of troubleshooting processes but to no luck.

At what step of the setup process does it fail at?
What phone?
