If you cannot find the icon, you may need to reinstall Fitbit Connect fromhttp://www.fitbit.com/setup.
If this doesn't work, please get in contact with our Customer Support team, they will be able to further assist you.

If your tracker is stuck while updating, please finish the process using a different device or computer than the one you are using, if that doesn't work, you can try to restart it a few times in a row.

i still receive the following message on my phone app for the second day:
"Fitbit Bluetooth service is busy, please try later."
Will try your method tomorrow and let you know the outcome.

Followed your steps and tried to update the tracker but same problem and same error message.
Can I update with the dashboard in my computer instead of with the tracker?
