If your profile picture doesn't load, I recommend to review your Privacy settings. This has work for me sometimes when is not loading my pictures. Go to your Privacy settings > In photos, under your personal info, make sure the option is set to "Anyone". Note that this options are only available from the web-based Dashboard.
Once you have done this, upload your picture again and if it shows on your profile you can change back your privacy settings.

Any update to this solution. There aren't any privacy settings for picture on my profile.
