My device became unable to maintain a bluetooth connection, not long enough to count even one step. So I installed Google Fit on my phone to count my steps.
Now, the Fitbit app complains about no connection, or no bluetooth, but still goes ahead and updates the step count and minutes. It must be getting the count from the phone itself now that Google Fit is using the phone's innards to count the steps. This works even if bluetooth is off.
My device was a Flex 2.

In the Fitbit App you can install MobileTrack [which uses your phone for step counting]
In the phone Fitbit App Click on profile photo [top left] Click on + Set up a Device And choose MobileTrack as the device. |
For your original; Bluetooth problem have a look at Bluetooth issues - made simple Android 3.39.2 it may work for your device and phone.
