When using my Android while exercising, the fitbit dashboard does not track correctly my minutes of exercise. Example: It only tracks 10 minutes of exercise while walking instead of the correct 90 minutes of exercise. Everything else is tracking correctly.

It is important to mention that active minutes don't necessarily translate to 'minutes being active'. They are more related to the effort that a specific activity takes. You can read more about them in here.
Taking that into consideration, it could be that the walking activity was not particularly intense for the Fitbit to track all of the 90 minutes as active. If you have small stops or reduced the intensity during the walk then that could explain what happened to the active minutes.
