I have looked everywhere to find out how to set up Aria 2 with bluetooth only. Apparently you HAVE to have it set up on wifi. WHY label it "bluetooth compatible" when it's not?!? My non fitbit scale is completely bluetooth compatible and was a cinch to set up.

Are you perhaps getting the scales confused? The Aria 2 is wi-fi only but the newly announced Aria Air is bluetooth only. They seem to be labelled correctly on the fitbit UK store.
