This happened to me as well. The green LEDs were blinking, but the heart rate wasn't being read at all. Soon after, my Blaze stopped tracking my sleep, then stopped tracking my active minutes and hourly activity. I contacted Fitbit, and after they told me several times to try restarting it, which I already had, they agreed to replace it.

Your best bet is going to be to contact support. I'd suggest contacting them via phone. Shut it down and then finish charging it and see how that affects things. Then shut it down again for at least 30 seconds.
If only one green light is working as opposed to both of them, something may be wrong with the tracker itself, in which case the tracker may need to be replaced. Maybe fitbit support can trouble shoot it better though.
