Bluetooth Classic—available options are On, which is necessary to control music with your Surge, and Off. Off improves battery life.
This is another helpful page. From this information, it seems you should also go to the Bluetooth settings on your smart phone (assuming that is where you sync your Surge) and "forget" your Surge from there. It seems to be a two step process which you can easily reverse when you want to use GPS.

I'd like to add to @SunsetRunner's great advise that your tracker's GPS only works when connected to your phone, that's why it's called "Connected GPS". This means that the tracker itself doesn't have a GPS built in so as long as it's not connected to your phone while tracking an activity as a run for example in the area where you can't use GPS devices, it will be fine.
Now for the Bluetooth, your tracker doesn't connect to anything other than to your mobile device, so in this case, just turning off your bluetooth on your phone will disable any connection to the Blaze and that should do.
