Is there any way I can send my steps and active minutes to Samsung Health? Or should I just get a Samsung watch?

Regarding to your question, no, there isn't option to connect Fitbit with Samsung Health. I recommend taking a look at the S Health & Fitbit integration request and see what our team have plan for this.

Please fix sync capabilities so my steps are recorded on both my fitbit app and samsung health app.

It is since some time possible to sync Fitbit with Samsung Health with the 'Health Sync' app that's in the Google Play Store.
