I have my cardio load set to "improve cardio fitness". It then gives me a target, And I've been hitting that target consistently.
However, it keeps reporting that I am maintaining.
This could be a bug where it's just stuck on maintenance or giving me the wrong info. This could be poor communication on how this works. Maybe I'm supposed to beat the cardio load everyday, but that seems weird to give me a target square and say "outside of this" :).
My ideal situation would be where I hit "improve cardio fitness" and then it gives me a clear target box to hit.
Anybody have any solutions or experiencing this?

When did you initially set up your fitness target?
From what I've experienced, it can take some time for the cardio load algorithm to set up as it keeps looking at your past 7 days training.
For instance, I have my goal as maintaining and have had days where meeting the lower end of the target load range put me in the improving range. So, now I use the graph to determine what I need to do to stay within my fitness goal. As long as the graph shows that I'm maintaining, I don't stress out if I don't hit the target range.

Update: I just saw a Moderator post from yesterday (07 Jan 2025) stating that an update to the Fitbit app will start rolling out soon (this week?) and includes fixes for the general issues for the Cardio Load and Target Cardio Load. The updates tend to rollout in waves. Keep checking your app store for the update and install it when it's available to you.
I'm hoping that the Cardio Target Load will make more sense after we install the app update.

I am having a similar issue. I was excited to see the Cardio Target and Cardio Load features just at the time I was strongly considering replacing my Fitbit Luxe with an Apple Watch. Yesterday I deliberately made sure I accumulated 20 “points” above the recommended Target and Fitbit had me solidly in the “improving” category on the measurement bar. This morning - 12 hours later! - the bar shows me at “maintaining”. That doesn’t even make sense. And I have a relatively modest target range again today. I set up my Cardio Target on January 2nd as soon as I was able to do so (I guess it wasn’t available on the Luxe until then). Is this still a calibrating issue?

There was an update to the Fitbit app to version 4.34, that according to one of the Moderators, includes fixes for general Cardio load and Target Cardio load issues. The rollout to all users was completed yesterday/today (14/15 Jan 2025), so you've likely already gotten the update.
It's not clear to me how the update affects the Cardio & Target load calibration. It might take a while for the algorithm to "settle" in.
I got the update this morning and am monitoring my own Target load recommendations. We'll have to see if we start getting more reasonable target loads based on our fitness goals.

Since I updated to "maintain" rather than "improve" for cardio fitness, it has been stating that I am improving my fitness.

I still don't understand how the algorithm calculates our Target Load.
At least you're now in the Improving range, where you wanted to be originally.
