My Charge 5 hasn't been recording my heart rate since March 26. Sometimes it'll show in real time, but stops working shortly. The ECG app is not working at all. When I get to the screen where it tell you to put your fingers to the sides to measure I get an error once I do that. The error message is "Error: Please reopen the application." I obviously tried that, and I also tried uninstall, restart decive and reinstall the app. I also noticed my battery seems to drain faster than before. Another issue is sometimes the screen stays black when I try to wake it.

Sad to hear that you're having several issues with your Charge 5. You mentioned that you already have restarted your device. As there are two ways to do so, I'd suggest restarting it closely following these instructions:
1.) Connect your Charge 5 to the charging cable which has to be connected to a power source.
2.) Press the button located on the USB plug of the charger 3 times within 8 seconds(!), holding each press for about 1 second(!).
3.) Wait around 10 seconds until the Fitbit logo appears.
If that won't solve your issue, I'd suggest contacting Fibit support to get further assistance:

My heart rate indicator stopped working after a few weeks of being just fine. I can't follow the suggestion above because there isn't a button on my charge plug...
