My charge 5 is unresponsive. Has a blank screen. I've tried the short and long restart (15 sec) several times to no avail. Screen remains blank. On the restart tries I only get a quick flash of a horizontal line and then nothing.

Welcome to the Fitbit community, @McNeilG!
Sad to hear that you're having an issue with your Charge 5. Thanks for having taken your time trying to get hings fixed by yourself.
From what you've mentioned there might be a chance that your device's battery is drained. Thus I'd suggest giving it a full charge. If it won't charge, this might be good start for troubleshooting:
Why isn't my Fitbit device's battery charging?
I'd also like to point out that it sometimes takes more than one attempt to restart Charge 5. So, before throwing the towel, please give it another try closely following these instructions as timing is crucial:
1.) Connect your Charge 5 to the charging cable which has to be connected to a reliable power source.
2.) Press the button located on the flat end of the charging cable 3 times within 8 seconds(!), holding each press for about 1 second(!).
3.) Wait around 10 seconds until the Fitbit logo appears on your device's display.
If that really won't work for you, please try if changing your device's clock face will get it back to working order. Here's how to do that:
How do I change the clock face on my Fitbit device?
I'll keep my fingers crossed.

Mine just started doing the same thing after I finished swimming with it in warm water. You never actually state how cold or warm it has to be for the Fitbit to not be in the water with you on your wrist.
I tried posting the video but it won't let me. I tried changing the clock face it works but I cannot see anything and I still have it on the charger. But it just beeps all the time. I don't think fits are meant to be swam with. This is the third one I had. If it doesn't work I'm going to have to go with some other company. I will tell people do not use a Fitbit for swimming at all. I might have to go the Garmin route for swimming. I don't want to have two devices though.
Yes, I tried charging it and restarting it. It works fine but it's a blank screen. This happened after my swimming in warm water. Like I said before. I wouldn't wear it if I knew what temperature could be at the water. This happened to my charge three and four two. It's getting kind of ridiculous.
