Yes, it is. The water lock only disables the screen and doesn't affect the water resistance. See https://help.fitbit.com/articles/en_US/Help_article/1598.htm?Highlight=waterproof

Be very careful. I got mine wet in the shower and it got moisture inside. Even after days in drying agent, it doesn't power on and the app doesn't see it. I do know others who routinely swim with theirs and have not had issues.
