Let me explain to you the reason why your device may count some extra steps under certain circumstances.
Your Charge 6 has a finely-tuned algorithm for step counting. The algorithm is designed to look for intensity and motion patterns that are most indicative of people walking and running. When working at a desk, cooking, or performing other activities with arm movements, a device on your wrist may add some steps.
When you’re doing activities that involve arm movement, you often walk a few steps in-between stationary periods as well, so the device tries to give you credit for those steps. For most users, the number of extra steps added by arm-based movement isn’t significant when compared to your overall stats. @ceherr While your device is not worn it shouldn't register steps. Did you leave it in a place where it could accidentally absorb some vibration ?
@MaryT485 If you are thinking about returning your device, you can deliver it, in either its original packaging or packaging providing an equal degree of protection. For more details about it, read our Fitbit Limited Warranty below the section "How to obtain warranty service".

Same thing happens to me. I got mine for Christmas as well. This morning I put it on, brushed my teeth, blew dry my hair, and then saw I had registered 247 steps. I threw the box away so can't return.
