The tracker counts steps both when it is hung on a hook on the wall and when it is placed on the dresser.
I did a hard reset and it didn't help

Thank you for providing the information regarding the Charge 6.
I'd suggest you please confirm if you are using "Mobile track". It is a service that allows you to count steps using your phone even if you forget to wear your Fitbit. You can "unpair" Mobile Track from your account. On your Fitbit app go to the upper left corner, on the phone and device icon. Click on your phone icon and on the 3 dots and choose "unpair".

This is not a viable option as this would require one to constantly un-pair/pair the two. No step data going to/from units while un-paired, but then one would be required to pair the units to download the data from the watch/tracker to the app and then un-pair again. This is NOT a fix! It's not even considered a band-aid.

No, he is not suggesting un-pairing the fitbit. The app has an option to link your phone as a backup step counter for when you're not wearing your fitbit but are carrying your phone (and thus, even if you're not wearing the fitbit, the steps measured by your phone would get synced to it and it would display them). He is suggesting turning that off by un-pairing the phone.
Now, this still might not be what's going on because not all of us even bother to add the phone in the app (the description in the app is confusing about what it means), but it's a good first thing to check.
