Time zone refuses to stay changed

I have set my Time Zone for Pacific time. However The app for my Flex2 starts the new day at midnight Eastern time instead of Pacific Time. (I am in fact in the Eastern TZ, but I want the day to start at 3am rather than midnight. The app should NOT know more than what I set it for). 

 

How can this be fixed?
