If you look closely you’ll see that the heart circle is actually made of three sections. As your heart rate increases the circle will light up accordingly to show which zone you are currently in, as your heart rate slows the circle will retreat accordingly.

@emily_emsI don't use that clock face but I feel the HR icon is probably like other areas of Fitbit.. It changes color on the circle as it progresses through your heart rate zones.. See this link
Page 44 of the manual, below, gives you an idea of what happens to the HR icon and here is the link to the manual which is a downloaded pdf..

Hello! I recently bought an Ionic and am really enjoying using it! Just have a question that I was hoping someone could answer for me regarding what shows on the display. I'm currently using 'Arc' clock display. I can see little circular icons for my steps, heart rate, calories, floors and active minutes. Throughout the day all of them show progress and the circle around them eventually matches up when I reach my goal. All except for the heart rate. This never seems to go green/show progress. Something it's shows up with a little red bit in it, but then will just go back to being an empty circle. Anyone know anything more about it that might help me make sense of it. Is there a way to get the circle to go green at all? What can I do to achieve this if it is possible.

Thanks for that Davem10! That seems to fit in with what I've seen. When I had just returned from a run it was showing up with red in a couple of the sections, as I recovered it minimised and now that I am sitting at a desk doing computer work, it's not showing at all.
Thank you for pointing me in the right direction 🙂
