So its been over 15 minutes and my Ionic is still 10 minutes off from the current time. I updated the Windows Phone app and turned off the Ionic and rebooted my phone. I have deliberately not opened the app to see if it can acquire the accurate time on its own.
Can the Ionic not even be a reliable watch?
Is this an issue with the new OS 3.0?
Does it require a sync to an app to get current time? Iam just curious how its meant to work.

The Ionic should correct the time when it syncs. If itnis syncing and thw time is not correcting then restart it several times and sync again. Mine keeps very good time by the way, sonifnit regularly gets out of time then contact Support (link in my signature)

Thank you. I did restart the Ionic but without launching the app, it still didn't sync the time on its own, so it must require the phone to actually keep time. I assumed it would grab the time from GPS or Wi-Fi , but seems it needs an app to tell time.

GPS and WiFi are not active unless they are specifically required (by an exercise activity for GPS, for firmware updates or music syncing for WiFi). So, the Ionic will not use either as a time source in normal use.
I'm finding more and more that the Ionic is just a remote display of the data that has been synced to, and in turn processed by, the Fitbit cloud. It does not seem to perform any data calculation on its own,
