I can't get notifications on my ionic anymore because it says "Notification service is not running. A phone restart is required to re-enable notifications on your tracker." I restart my phone every time and the same thing pops back up. Any way to fix this?

It sounds like you may be affected by a known bug with that notification service message. Keep an eye on the following thread which has updates from fitbit:
