Does The fit bit ionic do voice to text or answer phones calls or does it even make them through voice?

No microphone, so no voice interaction.
If you have an iPhone, you can answer or deny calls via the watch, but with Android that is not build in and can not be done (for now i hope).

Is there a smartwatch out there that will work just like this fit bit but also have voice text or maybe even make or take a call from?

Just search for it via Google.
I have tried the Samsung Gear Fit2 and that can do parts (cancel or start phonecall, react to SMS etc), but no voice (microphone) possible.
Problem with most other watches incl. fittrackers is the battery.
The Samsung i had was only usable for 24 to 28 hours.
If i wanted it to last longer, i had to dim the screen (no auto mode possible), disable almost everything incl. SMS and app notifications etc. and only then i had a battery of more then 2 days.
Really terrible, so i switched to fitbit and i am very happy, even with the little problems i have.

You can answer calls from your fitbit for your samsung as well
