Is there any way to tell if the dongle is damaged or is otherwise the cause of being unable to sync to my computer?

@SequimCY Welcome to the Fitbit forums! Click the Fitbit logo that is near the time and date on your computer. You should see "Wireless Sync Dongle". If is grayed out means it is not being recognized. You can try a different USB port.
It is also possible that you have not set up your One yet. Please try setting it up:
