I forgot the account details so is there a way to do a full factory reset without a device

There isn't a factory reset process for the Charge 2. Is there a reason you want to do one?

If you know the email id you used but not the password then there's an option to reset the password when you try to login.
If you don't know the email you used then the easiest option is to create a new account and then add the fitbit as though it were a new device. You won't have access to any of your old data but it will setup ok on your new account without you having to know the old account details.
