Is it charge 2 compatible with the note 8? I just synced everything. I do not see an account icon. So I can't change the clock face or add alarms and set up text notifications. I've tried this on my phone and the app.

It might be that your app is now on the new design where the account icon has been replaced by a profile picture at the top left of the "Today" tab. If you have that then select it then select your Charge 2 from the list of devices and you should find the settings.
