My charge 2 is stuck at www.fitbit.com/setup screen. Not able to get to Clock face screen. How do I hard sync on fitbit.com

That suggests to me that your Charge 2 has become disconnected from your account. You could try reconnecting it by going through the setup process again.
In the app, go to your account settings by selecting your profile image at the top left of the main dashboard. Then select "set up a device"
