Charge 3 behaving strangely

My Charge 3 recently started behaving strange and won't work. The only things that will display on the screen are a smiley face or a horizontal line. It vibrates strangely, like it's possessed. I have read other help articles, and have already attempted to restart it. I have attempted a 15 second restart, no luck. Not sure what else to do.

When you see the Fitbit logo and the tracker vibrates, the tracker restarted. Charge 3 & Charge 4—press and hold the button on your tracker for 8 seconds.
If your device is unresponsive:
Connect your device to the charging cable. 
Press and hold the buttons on your tracker for 10 seconds.
Release the buttons.
