Charge 3 display and battery issues

My Fitbit Charge 3 will not scroll and it does not show the battery icon when placed in charger.

If your tracker isn't swiping, I recommend restarting the unit by following the steps in the help article:How do I restart my Fitbit device?. Now about the battery, follow the ones in the article: Why isn't my Fitbit device's battery charging?.
