I have tried all the suggestions on how to get my Charge 3 to sync with no results and now the display is faded with vertical white lines and time is running an hour slow.

Thanks for troubleshooting this syncing issue. If your Charge 3 isn't syncing, I recommend taking a look at the help article: Why won't my Fitbit device sync? and follow the instructions provided there. After you get your tracker to sync, it will display the correct time.
Now about the display, follow the steps in this post.
