Thanks for the details shared on your post. If you haven't done so, please verify the following settings: 

 

  1. Check if the Fitbit app is updated.
  2. Go to your phone's settings and tap on Notifications.
  3. Scroll down and tap on Messages.
  4. Add a check mark for Notifications Center under Alerts.
  5. Set Show Previews to Always or When Unlocked.

Additionally, I'd recommend making sure your Charge 3 is not on sleep or DND mode. When the sleep or DND mode setting is on, notifications don't cause the tracker to vibrate or the screen to turn on. The screen's brightness is set to dim. Turning your wrist won't cause the tracker’s screen to turn on.

 

To verify this: Press and hold the button, and swipe left to access the quick settings screen. Tap Sleep or DND to turn it on or off. When you turn off the setting, the icon appears dim with a line through it.

After restarting I began getting text notice vibrations again.
