I’ve done all the troubleshooting and cannot get it to pair so it will sync all day and get notifications.

If you are having problems pairing your Charge 3, I recommend taking a look at the help article: Why can't I set up my Fitbit device? and follow the instructions provided there.
Once you setup your unit, you can follow the steps in the article: How do I get notifications from my phone on my Fitbit device? to setup the notifications.
