Hi, I have the Charge 3 since 2 days. On the display there is just website www.fitbit.com/setup.
The charge is 100%, I have started the watch 4 -6 times but i just see the smiley face and then the website!
I cannot pair my phone with the watch. My mobile is Samsung S7 Edge. I have tried everything you have said, all the instructions on the website but it doesn't work! The watch is gift for my birthday and i am so sorry for that!

Best AnswerI have tried the steps you suggest but cannot set up my charge 3. The pairing will not complete. Bluetooth is enabled on my Samsung Galaxy J3. I know this because bluetooth is working between my MacBook Air and my Samsung. I have uninstalled and reinstalled the Fitbit app on my Samsung. The Charge 3 is fully charged and connected to the charger. Pressing the button on the on the Charge 3 only produces the rhombus log and panning www.fitbit.com/setup text. Holding the button for 1 second or 60 seconds only makes it vibrate. The instructions say to restart the Charge 3. I don't know how. The instructions only say not to poke it with anything....
.... I figured it out. One must choose to allow the device to know one's current location for pairing detection to succeed. That's a shame...
