Charge 3 won't receive notifications

I have a new Fitbit & I don’t seem to be able to get my notifications to work properly. I stood by the phone & rang it (from another phone) but no notification on my Fitbit (Charge 3). Is it supposed to work when the app on my iPhone is closed down?

 

As a separate issue but still relating to notifications - even when app is open I can’t get notifications if I’m in the next room (about 10ft away with doors open). I have tried all the fixes but doesn’t make any difference. Please help or tell me if this is just how it works.
