Charge 3 won't scroll

My Fitbit is charged, yet when I turn on the charger, I can't scroll up or down. Shows time date miles and steps but that is the only screen I have. Everything works fine on my phone.

If you haven't done so yet, I'd recommend restarting your Charge 3 by following these steps: How do I restart my Fitbit device?

If the restart doesn't work and since your tracker is still syncing as per your post, I suggest trying to change the clock face to a different one by following these steps : How do I change the clock face on my Fitbit device?. The steps are done through the Fitbit app, do not worry if you cannot scroll the screen this process.
