Charge 3 won't stop buzzing

My Charge 3 keeps vibrating like it has a notification and won’t stop, it won’t let me swipe to a different screen or access anything either just constant vibrating and flashing. I have tried restarting and rebooting with no luck.

I also have just had this happen.  I tried all of the steps suggested and now it has a white line across the middle and a faint high pitch sound that will not stop.  I also tried impairing, but now it wont recognize it.
