Charge 3 won't stop vibrating and flashing

My charger 3 won't stop vibrating and flashing Wake Screen Notification. Did this for an hour yesterday and woke me up again this morning.

Yes, went back to the shop where I bought it (twice) and got a new one (twice)

Hello. I am experiencing the vibrating, switching screens and now the screen has lines which makes it difficult to

see what it is displaying. Please help.

My mother's fitbit was having the same problem, vibrating every few seconds and wearing the battery down.  I finally realized that every time it vibrated, it was notifying her she took another 10 steps.  I checked under Settings/Daily Activity, and sure enough the Steps were set to 10.  It should not have been notifying her every 10 steps since I had already turned off all Push Notifications, but it was notifying her anyway.  Once I set the steps to 10000, it stopped constantly vibrating.
