Charge 3 won't update

Just bought a Charge 3 and it is stuck on progress bar. I have tried resetting it many of times and progress bar shows up again. It does not vibrate when I plug it in. It is not connected to my phone anymore and trying to reconnect it to my phone it cannot be found. I have reset my phone I have reinstalled the app. I have deleted the device and now trying to pair again and wont find? Now what?
