Charge 3 wont start: progress bar full length

My friend has a "Charge 3": it does show a smiley face, but then after that, the progress bar shows up, which grows to the full length, then stop there and wont do anything further. Her Smartphone's Bluetooth doesn't see it anymore, and I tried with my laptop, it didn't see it either. I followed restart guide with 8 seconds holding, and then long-restart with 15 seconds holding, but none of the procedures seems to work: it vibrates as in the explanation, but no further progress.

 

She said that she managed to let it die during sync (i.e. left it with too little power), I suspect that it might have messed up the device. I would appreciate if someone could please give me advice. She is not so technology-oriented and is not used to searching for information on-line for this kind of things.
