Charge loading software bar

My charge has the image of loading software bar (half loaded).  nothing else works. I tried restarting, thats when the loading bar shows up.  I also did not charge it for 2 months to see if that would restart it when I did charge it.  I talked to a fitbit tech, she thought it was my phone but it worked with that phone for the last year and the inspire i am currently using.  any ideas
