I have a charge 2 and all of a sudden I have a chart for estimated oxygen but no graph. I called Fitbit twice - and received different answers. One that it was rolled out to charge 2 but he couldn't explain why I have no graph and second assistant said NO it wasn't rolled out to Charge 2 and oxygen chart was added to show what could appear if it was a Charge 3 or newer? Anyone here know the accurate info?

It's the second version. To get the oxygen data you need to have a Charge 3, Ionic or Versa. See: https://help.fitbit.com/articles/en_US/Help_article/1876/
It seems however that the graph is there - but empty - if you have a different fitbit that tracks heart rate, such as the Charge 2
