Greetings:  I have researched this extensively, read and tried many posts on here.  I cannot get my wife's fitbit Charge 3 to receive text notifications.  I have tried everything I have seen on this site.  Notifications is on, I have re-linked it, logged out and in, followed the 7 steps listed multiple times.  It does let her know when she is receiving a phone call, and when she makes a call.

It looks like the model should work.  We have the iphone 7, with the operating system 13.4.1
