@Jno-7 thank you for participating in our Fitbit Community! Since your Charge 2 green light is turned on all the time, I'd like you to try the troubleshooting steps that are listed in this help article. This will refresh your tracker internally. After this, monitor your Charge 2 and see if the green light turns on and tracks your heart rate properly.
As a side note, I moved your post the the Charge 2 board in order to keep the Community organized.
