Hourly Activity Goal graph does not update

This has happened multiple times; I finally got annoyed enough to post. Yesterday (for the first time in a week), I actually managed to get every hour - 250 steps in each of 13 hours. During the 13th hour (9:20 pm), when I hit 250 steps, I got the buzz and the image that said 13 of 13 hours and showing the full ring. Yay!

At that point I had about 5500 steps. I continued walking and doing things, and just before midnight I a) got over 10 minutes of activity and b) hit my goal of 8000 steps. I didn't sync - that is, I didn't open the app and check on it then. About half an hour after midnight, I opened the app; it shows 8064 steps, 27 minutes of activity... and 12 of 13 hours.

When I look at the graph for the missing hour, it says I only walked about 200 steps. But my Charge 3 recorded 250+ steps, since it said I achieved that hour. I have the Charge 3 set to both all-day sync and always connected; the app synced things that happened well after the hour in question (6-7 pm). What the heck? My phone is a Moto x4, Android 9; app version 3.8(20243440).

I walked 2000+ steps during the 5am hour this morning like usual but my Charge 2 did not give me credit for 250 steps for the hour. I try very hard to get all 14 hours of steps. The office job does not help this. I want the credit. I have to take the negative so I should get the positives too.
