Battery does not want to charge. Was suggested I reboot. How do I do this?

How can you press and hold the button when the clamps cover the side when charging 🤔

If the clamp is covering the button, then the clamp is either on backwards, or it's not the correct charger. The oval cutout in the clamp should be on the side with the button. When it's placed properly, the button is in the center of the cutout.
