Is there a way to track golf as an activity on a Charge 3? I get heart rate data and steps but the activity itself isn't counted on my weekly dashboard tracker.

Welcome to the Forums, @pgilton.
Regarding your inquiry, you can select the activity "Golf" directly from your Charge 3. If you don't have this activity between your shortcuts, you can add it by following the instructions in the help article: How do I change the exercises in the Exercise app?.
Let me know if you need anything else.

In rhe “golf” activity, what is a “lap” for measurement??? Can this be changed to 9 or 18 holes? Or “walking” vs. “riding”?
